HMRC to Regulate the Regulators: Mandatory Tax Adviser Registration Incoming

Big changes are coming for accountants and tax advisers. From 1 April 2026, every professional interacting with HMRC on behalf of clients must be officially registered and meet minimum standards, under new legislation aimed at raising trust and cracking down on rogue operators.

The upcoming rules will apply to anyone providing tax advice as part of their business—whether you're filing returns, liaising with HMRC, or even just helping with documents that could impact a client’s tax position.

An online registration process will go live in 2026 (with a non-digital option for those who are digitally excluded), followed by a minimum 3-month transitional period. You'll need to submit:

  • Your name and address

  • Details of each senior manager

  • A declaration confirming you meet eligibility standards

  • Any additional information HMRC requires

While a few exceptions apply—such as advisers working solely on customs matters—the vast majority of professionals in practice will be caught by this rule.
